KARACHI: To modernize the Sindh Police Department with the current equipment and gadgets, Provincial Police Chief Ghulam Nabi Memon has begun to equip the tools department with the tools to assist in the investigation, and has approved the officers who have passed the investigation examination.
Since being appointed as IG, Memon’s central focus has been on the Investigation Branch, a key department, as a good investigation ensures that justice is intact.
Memon presided over several meetings, and for many years investigating the officers serving the branch, they have been assigned to them and they are still pending and there is no significant progress.
A list of complex record officers was compiled, then transferred to the police headquarters, the Garden, and replaced them with good reputation and investigative skills.
Courses were also conducted for Investigation Officers (IOS) to ensure that they are well aware of the techniques of modern investigations. As a result of changes and courses, two years were sentenced in several pending cases. Memon also formed committees to select good record officers, and remove the suspicious record holders.
At a recent meeting chaired by Chief Secretary Syed Asif Haider Shah, Memon proposed to recruit 2,000 ASIS for the investigation branch. The IG explained that the police force had historically focused a lot of focus on the recruitment of constables, which now make about 92 % of the total force.
He said that this imbalance has hindered the growth of the investigating branch. ASIS’s involvement will play an important role in improving the quality of the investigation, collecting evidence and increasing punishment rates, he added.
He also said that effective investigations are the backbone of the criminal justice system, and that the newly created post police give the authority to collect facts, analyze evidence and create strong cases to ensure that the culprits are brought to justice.
In addition to making new posts, the Home Department has sought approval for the re -preparation of 1,038 posts from non -investment to investigative units within the Karachi range. The purpose of this rehabilitation is to better utilize the resources without imposing any additional financial burden.
About 12,000 cases are pending, officials said. He added that in 25 % of cases, 4,000 officers were needed for the investigation, so officers were recruited for the Investigation Branch, but they would not move to other units.
A ten -day training sessions have also been launched for the iOS, during which they are tested by the Judicial Academy Judge and the Prosecutor General Office members. Only 20 % of the officials passed a recent exam, and those who failed were removed from the investigative branch.
Memon, after sending a proposal to the provincial government to increase the investigation cost, approved it by Chief Minister Syed Murad Ali, and also assured to promote the investigation branch officials.
According to officials, the investigation of murder cases is Rs 100,000, for rape cases, Rs 100,000, terrorism cases, Rs 500,000 and other crimes, including drugs, are Rs 25,000.
Special training sessions have also been launched to explain the importance of the investigative unit, and its goals and goals. In addition to the police officers involved in the training session, Dr. Susan Gourney, an associate professor at Cambridge University, participated in the online training session to benefit the participants from his experiences and reviews.
Participants were informed about the importance of fingerprint in all cases to use forensic, ballistic and fiber technologies, and the success rate of their affairs.
Dr. Susan told them about new research on crimes against women and their prevention, and maintaining high standards of evidence, China’s custody and investigative techniques to tackle the challenges.
Investigation DIG Zulqar Ali Mahar said that the quality of investigation in the province is being further improved through various training programs, under which IOS is being trained on all aspects of the investigation and essential techniques.
Crime and Investigation DIG Amar Farooqi told the participants about the crime statistics report and the increase in the penalty rate on the basis of effective investigation of cases and solid challan.
IG Memon also signed an MoU with the Social Welfare Organization Law Mai Protector, under which the international master trainers will be kept to be trained in the investigation sector.
He also announced a new policy for the Investigation Branch, and ordered that the Inspector served in the branch for two years from transfer. The purpose of this policy is to eliminate the random transfer of officers and officials, especially those in the inspector rank.

Mandatory posting requirements for new developed inspectors have been eliminated at the Investigation Branch. Karachi Adal IG and Zonal Dugs are now authorized to assign inspectors to the Investigation Branch or Operations Branch, provided they complete the investigation of 25 cases before promoting the DSP.
Earlier, IG Memon also chaired a meeting, focusing on the necessary reforms in the criminal record management system (CRMS). The CIADIG briefed the meeting about the entry and use of criminal data in the criminal Record Office (CRO) under CRMS. Sindh Police have documentary of criminal records from 1960 to 2014.
The meeting was told that the CRO record has been recorded in the CRO since 2014, and CRMS currently has more than 779,000 people. This figure has also been shared with various government and international organizations for purposes such as employment verification.
The meeting said that a CRO system has also been installed in Malir, Central and women’s prisons. Memon emphasized the need to upgrade the system with NADRA records.
He said that modern policing relies heavily on data and technology. He ordered the formation of a committee consisting of Crime and Investigation, CIA, Investigation and excavates a comprehensive suggestions to upgrade the CRO system and connect it to NADRA records.
In addition, he directed the investigating DIG to identify the staff who did not comply with the SOP in the registration of criminal data. He said that the officers of all the investigating departments have to make sure that the CRO certificate is connected before the challan is submitted to the court. He added that the CRO must be linked to the police station record management system under CRMS.
