QUETTA: The Joint Senate Standing Committee for Trade, Finance, and Revenue was proposed on Wednesday in the Barter Trade Mechanism 2023 in the key amendments to 2023 to strengthen the cross -border trade, especially through Balochistan, between Pakistan and Iran.
The joint meeting, under the leadership of Senator Anusha Rehman and Senator Saleem Mandovala, reviewed the challenges of major procedures in SRO 642 (1)/2023 and directed the Ministry of Commerce to eliminate sanctions on regional trade.
One of the recommendations was that the PSW (Pakistan single window) and web OC should be handled by mandatory registration customs, while traders should be allowed to present the desired data manually – especially in remote areas where digital access is limited.
The committee also proposed to amend a tough 90 -day Net -Office, which currently needs traders to balance import and export values in a fixed timeframe.
It was suggested that customs barter transactions should assess business values and accept the list to improve operational flexibility.
In addition, the committee called on the ministry to review the valuation mechanism, especially the dependence on the values and automatic debits diagnosed by the web OC, which cannot reflect the real commercial methods in the border areas.
It advised that the customs work directly with the local Chambers of Commerce and the traders to establish a more practical and commercial friendly diagnosis based on the actual dynamics of the market and regional conditions.
An important recommendation includes increasing the authenticity of barter trade options from one year to three years, offering traders a more sure and operational continuity.
The committee also emphasized that any decision of the regulatory collector should be based on clear and justified reasons to ensure transparency and justice to reduce the limits of the permit.
Officials added that the committee has recommended review of penalties in the current framework. Instead of immediate cancellation, blacklisting, or heavy fines, non -compliance issues should be resolved through hearing process, promoting the trader trust and supporting bilateral trade.
In addition, the committee proposed to draft separate barter trade agreements for Iran, Afghanistan and Russia, in view of their various approval governments. The current SRO has been amended especially to Iran.
After consulting with stakeholders, the committee approved three key amendments to include the SRO: Removing a limited list of export and imported products, allows wider commercial powers under the existing Export Policy Order (EPO) and Import Policy Order (IPO). Eliminating the need for “import after export” allows free transactions. And adding multilateral contract arrangements, such as consortiums to support joint trade initiatives through private companies.
The purpose of these reforms is to simplify the procedure, encourage private sector engagement, and legalize cross -border trade, eventually support economic development in Balochistan and strengthen trade relations with Iran.
The Joint Committee has directed the Ministry of Commerce to initiate the process without delay, which reaffirms its commitment to build modern, incorporated, and practical barter trade framework.
The second joint meeting of the Senate Standing Committees was held in the Chief Minister’s Secretariat under the chairmanship of Senator Saleem Mandwala.
The meeting focused on trade challenges, anti -trafficking measures, and the problems facing the business community in Balochistan.
The meeting was attended by Chief Minister Mir Sarfraz Bugti, Provincial Minister of Agriculture Ali Hassan Zahri, Chief Secretary Shakeel Qadir Khan, Coordinator of the Prime Minister of Trade, Commander of the Frontier Corps, Commander of Fund, and Senior Office of the Senior Office, Prime Minister, and Senior of the Senior of the Senior, Senior and Senior.
Participants in deep discussion on infrastructure, transportation, and custom clearance facilities in the border areas of Balochistan, and emphasized the need to facilitate local businessmen.
The committees also reviewed the anti -smuggling campaign and explored a strategic response to prevent illegal trade.
Senator Mandovala pointed out that smuggling is a serious threat to the national economy and is a major obstacle to legitimate trade.
