Islamabad: 78 (25 %) members of the National Assembly participated in all seats, while 3 PC did not attend the 17th meeting of the NA between June 5 to 27, 2025.
According to the Fafin attendance report card of the NA’s second parliamentary year, the attendance of the members continued during the budget meeting. It started on a high note, when the finance bill, 2025 was introduced, the attendance of 83 PC was recorded during the first seat.
However, as the house progressed in a general conversation on the budget, attendance decreased, which targeted the lowest 57 PC in the third seat.
The Fafin report states that on the last day of the general conversation, attendance was re -born in 79 PCs, which included consideration of Senate recommendations and spending allegations.
With the presence of 90pc while voting at the grant and finance bill requirements, there was a significant increase in the end of the meeting. On that day, the highest attendance was recorded at 93pc when the finance bill was approved.
Lawmakers expressed concern over the absence of government ministers during the budget debate, which directed the chair to force government members to come to the floor of the finances.
A Fafin analysis of attendance and leaves requests during the proceedings lost 235 members, 75 pcs of existing power, at least one seat during the session.
However, only 79 of them (34pc) submitted a request for a vacation for their absence. In these 79, 13 (applicant’s 16 pc) applied for a holiday earlier, while 46 (79 pc) applied the former post facto during the session after returning from his address. Prime Minister Shahbaz Sharif participated in three seats outside the National Assembly during the budget meeting, while opposition leader Omar Ayub Khan participated in 13 out of 13 seats during the budget meeting. The male MNA, who was elected to the general seats, did not attend any seats, including 35 (35 (14PC)) and in 208 (35 (14PC) there was less than half. 54 (21 PC), which were present during all seats.
Regional, in all provinces, the majority of the MNA participated in more than half the seats. Islamabad Capital Territory (ICT) recorded the highest percentage, with all three MNAs attending each session. In Sindh, 68 MNA (86 PC) participated in more than half of the seats, including 20.
Punjab saw that 140 MNA (85 pc) participated in more than half of the seats, with 37 participants in each session. From Khyber Pakhtunkhwa, 39 MNA participated in more than half of the seats, including 15, which were exactly present. In Balochistan, 15 MNA (75 pc) participated in more than half of the seats.
Legislators belonging to Pakistan Muslim League -Nawaz (PMLN), Pakistan Peoples Party Parliamentarians (PPPP), Muthaida National Movement Pakistan (MQMP) and Sunni Attihad Council (SIC) participated in more than half of the seats. The only member of the Majalis-Haveed Al-Salimin Pakistan (MWMP) recorded the full participation.
Lawmakers of Balochistan Awami Party (BAP), National Party (NP), and Pakistan Muslim League Zia (PMLZ) participated in more than half the seats. However, the only representative of the Pashtunnah Milli Ami Party (PKMAP) participated in less than half of the seats.
The bar titled “others” covers all parties, which have less than eight MNAs, including BAP, MWMP, NP, PKMAP, PML, PML Z, IPP. The only BNP lawmaker has announced his resignation, which is still officially accepted as the National Assembly’s website is currently showing it as a member.
