ISLAMABAD: The federal government has made it clear that the newly -designed federal constable, earlier, should not be confused with being a Federal Police Force, and the move is aimed at reorganization of the force only according to modern day needs.
On Monday, FC Commandant Riaz Nazir Gara, as well as Minister of State for Home Talal Chaudhry, said, “No one should be confused that it is a federal police, its federal police. The FCFC will remain.”
Prime Minister of the Prime Minister Asif Ali Zardari has emerged after the Frontier Constabulary (re -organization) ordinance, 2025, under Article 89 of the Constitution, after the Frontier Constabulary was converted into a “federal constable”.
Before the reorganization, the FC will be administered by the Federal Government under the Fresh Constabulary Act, 1915. The headquarters in Peshawar, the force, was led by a senior BS -21 rank police officer and could be deployed anywhere in Pakistan for better security and administration.
Extending the presidential ordinance, Talal said the move reflects the federal government’s FC’s reorganization decision.
He made it clear that the force would continue to operate under the center and would work as any other law enforcement agency in the country.
“People will be recruited all over Pakistan for FC. New wings will be created in the FC as per the needs of the modern era.
The minister remarked, “The federal constable’s structure is being corrected on the Rangers and police letters.”
Noting that Parliament does not hold a session in July, and for that reason the presidential ordinance was issued, he assured that the ordinance would be discussed and discussed in Parliament.
In addition, clarifying the deployment arrangements, he said that the province that uses FC services will also determine its powers.
Meanwhile, providing insights about the reorganization of the Federal Constabulary, Commandant Riaz Nazir Gara said that the force would have 41 wings, of which 36 wings would be related to the security division – which already consisted of those who served in the FC.
He added that the other six wings will come under the “Federal Reserve Division”, five of which will be related to the Corruption Support Wing and a special protection wing – the latter will be responsible for ensuring the safety and safety of important installations and offices.
The officer said, “The main reason for the reorganization is to improve the rank of command structures, promote morale and meet operational requirements to create distribution within the FC.”
Organization Federal Constabulary
According to the Frontier Constabulary (re -organization) ordinance, 2025, the force will be deployed by the federal government for internal security, riots, counter -terrorism, protection or escort.
“The operational command will include the Divisional Commander, Deputy Inspector General (DIG) officers and other officers who may be appointed in a proposed manner, who will command the Security Division and the Federal Reserve Division, respectively.
It states that “the federal constable’s structure will consist of wings, companies and platoons, which are commanded by police superintendent, Assistant Superintendent of Police or Deputy Superintendent Police, Inspector, Sub Inspector and Assistant Sub Inspector.”
In addition, the security division will consist of the current power of the Frontier Constabulary and will be specifically comprised of personnel appointed by the traditional system, which is set by the rules and regulations.
Meanwhile, the Federal Reserve Division “will be a multi -al -Qaeda national force, which will be represented by 20 % of four federating units (Punjab, Sindh, Balochistan, KP), which you have 10 % from Azad Jammu and Kashmir, 6 % from Gilgit Baltistan and 4 % from Islamabad Capital Area.
Also, the Federal Constabulary has the Code of Conduct, 1898 (Act V of 1898), the Anti -Terrorism Act, 1997 (XXVII of 1997), Police Order, 2002 (Chief Executive Order Number 22) 2002 of 2002) and any other law will be enforced by the rule.
In addition, this ordinance allows the federal government, according to the general or special order, allow any member of the FC to be awarded or imposed by any class or grade police officer of any class or grade by any kind of implementation.
The FC can now set up regional headquarters with the approval of the federal government, in areas where it has been deployed for effective command and control.
