ISLAMABAD: The dispute between Sindh and Balochistan governments on the jurisdiction of “Kati Ji Qabar” on Friday led to a debate in the Senate’s Functional Committee on issues in less developed areas.
In Parliament House, headed by Senator Agha Shahabib Durrani, the committee critically analyzed the ongoing jurisdiction dispute. The contesting site, a historical site in Moza Dhadaro, Union Council Sanchuko, Tehsil Karzar, Khozdar district, Balochistan, was declared a safe haven by the Sindh government in January 2025. However, they deny the claim that historical records, and legally deny that historical records, and legally discuss it. This is the third time that Sindh has claimed on the site as a safe heritage. A representative of the Sindh government provided literary, historical and geographical references to support Sindh’s claim, emphasizing that the matter is related to the explanation of jurisdiction. He also emphasized that it is better to raise the issue in this forum through harmony between the two governments.
The province and the federation are included. Referring to Article 143 of the Constitution, he highlighted that any dispute between the two institutions was under the federal jurisdiction and it should be focused accordingly. He did not agree with Sindh’s position, noting that when he demanded the federal government’s intervention for water disputes, he has now denied the Federation’s role in the matter. “Historically, regional boundaries have changed – where was the region in the fourth century BC, in 1711, or during the Third War of Panipat? The borders change over time due to wars and political changes. The historical gazetians should be focused on the current legal status of the region, and the area should be focused on. The voter’s list also pointed out that the current MPA from the contestant area was represented by Balochistan. In the gesture of goodwill, he suggested that he was withdrawing Sindh as a safe heritage and withdrawing the Sindh report. After hearing the two sides, Senator Agha Shazib Durrani recommended that the two governments form a joint committee to resolve the matter smoothly within 30 days. If it is not resolved within 90 days, the Ministry of Biography Coordination (IPC) will intervene, and once the matter is settled, a report should be submitted to the Senate Committee. In addition, for the past 10 years, the and completed Pakistan Petroleum Limited (PPL) projects were discussed. The MD Petroleum Division highlighted the shortage of gas in SUI Town as an important concern and outlined key measures to benefit the locals. Durrani recommended that the authorities submitted a comprehensive province war report on projects completed under the CSR (Corporate Social Responsibility) in the last decade, which would review their effects, future measures and employment production.
