PESHAWAR: The Aman Jirga of the Khyber Pakhtunkhwa Assembly on Wednesday issued a 15-point declaration calling for federal consultations with the province on improving security, countering terrorism and Pakistan-Afghan policy.
The declaration was signed by all 21 JIRGA members including the Speaker.
The huddle unanimously condemned the ongoing terrorism across the province, including the merged tribal districts, and after taking the KP Assembly into confidence, urged the use of all legal powers to root out the menace.
Key points of JIRGA include immediate implementation of Assembly resolutions on internal security, police, and counter-terrorism department (CTD) and allowing the police to seek assistance from other agencies within constitutional limits.
It was also agreed that the provincial government would provide special financial assistance to the police and CTD amid the deteriorating law and order situation.
The declaration also called for a comprehensive policy to eliminate extortion and illegal revenue. It recommended the establishment of provincial peace forums with civil society representation.
JIRGA members called for constitutional amendments to strengthen local governments and financial mechanisms. Furthermore, it demanded the merger of the Provincial Finance Commission (PFC) with the National Finance Commission (NFC).
He suggested that the provincial government and the KP Assembly formulate an action plan, besides stressing the de-escalation of tensions between the Center and the provincial government. The Jirga also asked to convene the Council of Common Interests (CCI) during the constitutional period.
The communique signed by the members was read by KP Assembly Speaker Babar Saleem Swati.
Swati said, “Today, all political parties are united on issues of peace. Appreciating the participants of the Aman Jirga, she said their support has strengthened the hands and resolve of the KP government.
Peace cannot be achieved alone: CM Afridi
KP Chief Minister Sohail Afridi, speaking to the media after the jirga, praised the participation of religious leaders of all political parties, all schools, lawyers and journalists.
“Peace alone cannot be achieved; your support is essential. Implementation of the consensus declaration will be ensured, and recommendations will also be forwarded to the federal government,” he said.
Earlier, while addressing the Aman Jirga, Chief Minister Afridi had said that decisions on counter-terrorism policy “behind closed doors” and “imposed” on the province have so far failed to produce desired results.
“Peace can only be achieved with the complete end of terrorism, and policy decisions on this issue have been made behind closed doors, which have not yielded the desired results so far,” said CM Afridi, who replaced Ali Amin Gandpur as chief executive last month.
Consensus on Counter Terrorism Policy
In his first speech after being elected chief minister in the provincial assembly, Afridi criticized the federal government’s policies and stressed that local representatives, parliamentarians, people and elders should be taken into confidence on the anti-terrorism policy.
CM Afridi said that a holistic approach involving politicians, security forces and other stakeholders should be adopted in formulating counter-terrorism strategies. He said that lasting peace can be achieved only through mutual cooperation.
The chief minister called for a participatory policy formulated with all stakeholders, saying, “If such a policy is implemented, it will be widely accepted, and terrorism will be completely eliminated in Khyber Pakhtunkhwa.”
He believed that war should always be the last option in counter-terrorism efforts, reiterating that other strategies should be used to maintain peace in the province.
The Ajmaat-e-Islami concluded with closing prayers led by Prof. Ibrahim Khan, a senior leader.
A red carpet was rolled out for the participants of the KP Aman Jirga, who were welcomed by Speaker Swati and Leader of Opposition Dr. Abdullah.
Governor Faisal Karim Kundi and former Governor Ghulam Ali as well as former Chief Minister Mehmood Khan were also welcomed with formal honours. Senior politicians, religious leaders and assembly members also received a ceremonial guard of honour.
