Prime Minister Shehbaz Sharif on Thursday assured the Mutahida Qaumi Tehreek Pakistan (MQMP) of his government’s support for the party’s proposed amendments to the Local Government Act under the 27th Constitutional Amendment.
The development came as an MQM-P delegation comprising Khalid Maqbool Siddiqui, Sindh Governor Kamran Tesuri, and others met the prime minister at the Prime Minister’s residence in Islamabad on Thursday.
The MQM-P delegation also included Federal Minister for Health Syed Mustafa Kamal, National Assembly members Dr. Farooq Sattar, Javed Hanif Khan, Syed Aminul Haque, and Khwaja Izarul Hasan.
Deputy Prime Minister and Foreign Minister Ishaq Dar, National Assembly Speaker Sardar Ayaz Sadiq, and Federal Ministers Khawaja Asif, Azam Nazir Tarar, Ahad Khan Cheema, Atullah Tarar, and Tariq Fazal Chaudhary also attended the meeting. Adviser to the Prime Minister, Rana Sanaullah, was present in the meeting.
According to the MQM-P spokesperson, the Prime Minister assured the delegation that the government would include the party’s proposed bill on Article 140-A of the Constitution in the forthcoming 27th Constitutional Amendment.
Efforts in the Muslim League (N) to amend the law came to light on November 3, when Pakistan People’s Party (PPP) Chairman Balwal Bhutto-Zidardari confirmed that the ruling party had secured his support in introducing the amendment.
Balwal said that the proposed amendment, apart from amending Article 243, includes the establishment of a Constitutional Court and some changes in the National Finance Commission Award.
A day later, DPM Dar said the government was working on other allies including the MQMP, Awami National Party, and Balochistan Awami Party.
According to the news report, while the PPP has reportedly agreed to most of the proposed changes, it has expressed reservations about the proposed amendments related to the National Finance Commission (NFC) award. Party sources said the PPP was not willing to support any measure that could affect the constitutional protection of provincial shares in national resources.
Balwal Bhutto was the first to disclose the 27th Constitutional Amendment and has stated that the proposed changes include the establishment of Constitutional Courts, restoration of executive magistrates, transfer of judges, changes to Article 243 (relating to command of armed forces), and bringing education and population planning back to the Federal List.
After President Zardari’s return from Doha to finalize the party’s position on the matter, a meeting of the PPP’s Central Executive Committee (CEC) has been called today at Balwal House, Karachi.
Meanwhile, government sources said the leadership has directed Treasury MNAs and senators currently abroad to return immediately. Most have already arrived in Islamabad, while the remaining few are expected to arrive today, as the government hopes that the proposed amendment will have a smooth passage through Parliament.
Speaking exclusively to Geo News in Islamabad on Wednesday, Defense Minister Khawaja Asif said that consultations are underway to amend the law governing the armed forces.
“Consultations are on to amend Article 243 […] Defense requirements have changed,” the minister said.
Article 243 of the Constitution states that, “The Federal Government shall have control and command of the Armed Forces” and “The Supreme Command of the Armed Forces shall vest in the President”.
The defense minister said, “The whole process will be done through mutual consultation.
