Director General (DG) Inter Services Public Relations (ISPR) Lieutenant General Ahmad Sharif Chaudhry issued a rigorous warning to terrorist facilitators, saying that the “political criminal alliance” was responsible for increasing the incidents of militant in the province.
Addressing a press conference at the Peshawar Corps Headquarters on Friday, LT General Chaudhry said that after the APS tragedy in 2014, all political leaders agreed to adopt a unanimous approach through the National Action Plan, but “the governments later failed.”
He added that while the revised project was named after the present government as “AZM-Esthkam”, “implementation of its 14 points is incomplete”.
He emphasized that the revised project should now be fully implemented.
He remarked, “Even today voices are being raised against counter -terrorism operations.” If every problem can be resolved through dialogue, then why fought Badr and Ohud’s fight? “
He asked: “When India invaded Pakistan, why didn’t anyone say that we should talk the next day?”
“We should all unite to eliminate this terrorist cancer once and for all,” he said.
He “confirmed his commitment to overthrow terrorism in all his forms and explanations,” which paid tribute to security personnel and citizens who kept their lives on duty.
Later, the head of the ISPR said that the terrorists and their facilitators were given a place in KP under “well thinking plot”. He added that governance and public welfare were deliberately affected.
Record number of operations, heavy sacrifices
Lieutenant General Chowdhury said that in 2024, more than 14,535 intelligence -based operations (IBOs) were organized in KP, while 10,115 was already performed in 2025, with an average average of 40 operations.
He said that 769 terrorists were killed in 2024, while 917 was abolished so far this year.
He noted, “In 2024, 577 Pakistanis were martyred, including 140 policemen, 272 soldiers and FC officers, and 165 civilians.”
“In 2025, 516 lives were lost – 311 military personnel, 73 police officers, and 132 civilians.”
The DGISPR said that the number of terrorists killed this year is the highest in a decade, adding that the increasing intensity of operations has shown “the flexibility of Pakistan’s law enforcement apparatus”.
He said: “It is an unfortunate fact that under a calculation design, the terrorists and their facilitators were given a place. The KP people are now paying their blood.”
The DGISPR said 161 Afghan nationals were killed in terrorist incidents in the past two years, while 135 were neutralized during cross -border infiltration, and about 30 suicide bombers had Afghan citizenship.
Afghan refugees, political rhetoric questioned
Lieutenant General Chaudhry criticized the political statement that opposed the return of Afghan refugees, saying, “Today, a new story has emerged – that Afghan refugees should not be sent back.
He added: “For decades, Pakistan has hosted our Afghan brothers with dignity, but now when the state asks them to come back, it is politicized. Dissebing claims and political opportunities have put a cloud on a decision of national policy that once agreed.”
He said that the Afghan problem has been “turned into politics”, and it has been warned that a campaign of false information is being launched to “confuse the public”.
He noted, “A fake and fabricated story is being built against the ongoing operations against terrorism and the martyrs of the Pakistan Army and the police are being mocked,” he noted, calling it a “alliance between political and criminal elements”.
External joining to blame
The DGISPR said that India was using Afghan soil as a base for operations against Pakistan, which is evidence of Indian proxy of terrorist attacks from the Afghan region.
He added that after the US withdrawal, a large reservoir of US weapons was left behind, most of which ended in the hands of terrorist groups.
“Afghanistan has to make sure that its land has not been used by non -state actors,” he said. Pakistan has provided solid evidence to Afghan authorities for such activities. “
Lieutenant General Chaudhry revealed that 70 % of the terrorist incidents occurred in Khyber Pakhtunkhwa in 2025, this year only 3,984 attacks were recorded.
“Why are 70 percent of the events limited to KP?” He asked. “The answer is in political patronage, criminal collusion and weak rule.”
Political responsibility and judicial failure
Highlighting the shortcomings against judicial and legal locka and terrorists, he said that by August 2025, not a single terrorist was punished, of which 34 cases were pending, and the Anti -Terrorism Department (CTD) was less than 2,878, while more than three years were more than 3 years.
It was decided in 2014 and 2021, and the CTD had to be strengthened to root out terrorism in KP.
“Currently, the operational power of KPCTD is 3,200 […] Is that enough? “
He revealed that from January to August, KP had 33,389 illegal weapons cases and 10,087 drug cases. Thousands of arrests were made, yet the penalty rate was minimal.
He stressed, “If we really want to end terrorism, we have to strengthen the CTD and the judicial system.”
There is no conversation with militant outfits
The DGISPR rejected the suggestions for talks with militant organizations, saying: “Who will we talk to – those who shake children and play football with their heads?”
He announced: “Pakistan’s national security cannot be mortgaged in any other country, especially in Afghanistan.
Lieutenant General Chaudhry also warned local facilitators that they have three choices: hand over the terrorists to the state, help security forces eliminate them, or face state action.
He firmly said, “The stagnation will not continue.”
Paying tribute to the falling soldiers, police and civilians, the DGISPR said: “The blood of our martyrs will never be relieved. No one will be allowed to politics for their sacrifices. His courage has written the golden chapter of our history.”
He saluted the people of Khyber Pakhtunkhwa for their flexibility, adding: “They stand like a steel wall against terrorism.”
Afghan engagement and regional security
The DGISPR said that Pakistan had engaged in Afghanistan through several channels, including the United States, Saudi Arabia, Qatar, Turkey, and the United Arab Emirates before and after the Doha Treaty.
“Still, the place given to non -state actors in Afghanistan is not only against the interests of Pakistan but also for Afghanistan itself,” he said.
He called on the Afghan government to “seal the border” and prevent its area from being used to attack Pakistan.
Governance and provincial responsibility
Lieutenant General Chaudhry created a sharp contradiction between Sindh, Punjab and KP.
“In Sindh and Punjab, there is governance – police and law enforcement agencies are working. But in KP, instead of improving the rule of law and the rule of law, terrorism is done in the guise of provincial. Is it not a criminal act itself?”
Military professionalism and accountability
The DGISPR reiterated that the Pakistan Army is an institution in the state, not of any individual or political group.
In response to a question regarding former DGISI Faiz Hameed, he confirmed that the legal process was underway.
He added that the court martial process within the army is transparent and based on facts, no allegations.
He said, “Our relationship with the state is public, not personal. The army does not do any politics.”
He added, “The one who is accused is given full opportunity to defend himself. Accountability within the army goes strong and institutional.”
National Alliance beyond national politics
Lieutenant General Chaudhry concluded, saying that all political parties and leaders were respected for the army, but no one could keep their personal or political interests out of the state.
He warned, “If anyone believes that their politics is more than Pakistan, or their personality is more than the state, it is unacceptable.”
