Tianjin: Member States of the Shanghai Cooperation Organization (SCO) on Monday confirmed the accountability for prejudice, Jumfar Express, and in Khusdar, promising accountability for criminals, on Jamfar Express, on Jumfar Express, on Jumfar Express, condemning the recent terrorist attacks.
In a joint statement issued after the Council of Head of State Meeting in Tianjin, leaders stressed that such attacks should be held accountable to criminals, organizers and sponsorships, and confirmed their strong commitment to terrorism, separatism and extremism.
SCO members identified the use of terrorist and extremist groups for political or self -destructive purposes, recognizing the fundamental role of independent states in countering these threats.
Pakistan and India recently engaged in a four -day armed conflict after the Pahalgam attack on April 22. New Delhi presented without any evidence, claiming that Islamabad was behind the attack – the allegations that Pakistan had denied.
In response to the attacks on the cross-border India, Pakistan launched Operation Bonyan Um-Marsus, including three Rafael, after lowering the Indian Air Force’s six jets.
After a short war, India refused to sign a joint document during a high -level SCO defense ministers’ meeting in China in June, which led to Pakistan regarding terrorist activities in Balochistan and the Pahalgam incident. The Hadle decided not to issue a joint statement on the lack of consensus on the issue of terrorism.
However, the United States made a great success after the United States formally nominated the Balochistan Liberation Army (BLA) and its militant group Majid Brigade as a foreign terrorist organization (FTO). The Majid Brigade was also listed as a specially nominated World Terrorist (SDGT) group as alias in the former BLA listing.
Indian -backed BLA, earlier nominated as SDGT in 2019, claimed responsibility for the Jaffar Express train traveling from Quetta to Peshawar, in which 31 civilians and security personnel were martyred and saw more than 300 passengers.
Today’s statement also highlighted the importance of multilateral cooperation in dealing with terrorism and financing of all members of the SCO, which noted the results of the International High-level conference on border security under the pursuit process. The statement added that the next round of the conference will be in New York in 2026.
Leaders praised the role of SCO regional counter -terrorism structures (rats) in facilitating joint counter -terrorism exercises, information and monitoring efforts. He noted the results of the “Anti -Terrorist – 2024” joint counter -terrorism exercises in China’s Xinjiang region last July, and confirmed preparations for enhancing such measures.
To counter the extremist ideology, SCO members adopted a new 2026-2030 program, which aims to enforce the Convention on Extremism signed in Astana in 2017. The program focuses on preventing radical ideas, religious intolerance, aggressive nationalism, and racial discrimination within the SCO region.
Middle East crisis
Meanwhile, SCO member states also noted that the only possible way to ensure peace and stability in the Middle East is through a comprehensive and mere settlement of the Palestinian question.
He strongly condemned military attacks against Iran and the United States against Iran in June 2025.
The statement added that “such aggressive measures against civilian targets, including nuclear energy infrastructure, led to the death of civilians, the gross violation of international law and the UN charter principles and principles and violations of Iran’s sovereignty.”
SCO members have overlooked regional and international security, and there are serious implications for world peace and stability.
He added, “He noted that the physical nuclear safety and safety of nuclear facilities must be ensured on a regular basis, including during the period of armed conflict, to protect the population and the environment from harm.”
Round in West and Putin West
During the summit, which aims to keep Beijing and the center of regional relations, Presidents Xi Jinping and Vladimir Putin turned to swipe in the West.
XI told SCO leaders that the international international situation is becoming more “chaos and each other.” The Chinese leader also criticized some countries for “intimidating treatment”.
“The security and development work facing the member states has become even more difficult,” he said in his address in the northern port city of Tanjan.
“With the turmoil and change of the world, we must follow the Shanghai Spirit … and the organization’s work should be done better,” XI said.
Putin used his speech to defend Russia’s Ukraine aggression, accusing him of mobilizing a three -and -a -half -year conflict, which mobilized tens of thousands of years of conflict and destroyed most of eastern Ukraine.
“The crisis was not mobilized by Russia’s invasion of Ukraine, but was the result of a rebellion in Ukraine, which was supported by the West,” Putin said. “The second reason for the crisis is a constant attempt to drag Ukraine to the West into NATO.”
New World Order
Meanwhile, Chinese President XI presses his vision for a new global security and economic discipline – Global Governance Initiative (GGI) – which prefers “global South” in a direct challenge to the United States.
“We must take a clear stance against the politics of hedimonism and power, and follow the real multi -faceted,” said the United States and President Donald Trump in a thin veil in Trump’s policies.
“The global governance has reached a new confluence,” he added.
Presenting the framework, the Chinese president said that the move is based on five principles: adherence to sovereignty, adhering to the international rule of law, adhering to multilateral, adopting people -based point of view, and focusing on real measures.
Putin, whose country has established close ties with China during the end of the Ukraine War, also close to economic and security, said the SCO has raised “real multi -faceted” with the rapidly used national currencies in bilateral settlements.
“As a result, Eurasia has presented a political and socio -economic foundations for the establishment of a new system of stability and security,” Putin said.
“Unlike the security system, Euro Central and Euro Atlantic models, the countries will realize the interests of a wide range of countries, really balanced, and will not allow a country to ensure its security at the expense of others.”
XI called for the creation of a new SCO Development Bank, which would be an important step towards a long -term blocking system, which eliminates the power of US dollars and US sanctions.
Beijing will provide 2 billion yuan (0 280 million) free aid to Member States this year and SCO will provide another 10 billion yuan loans to Banking Consortium.
XI added that China will also build artificial intelligence cooperation for SCO countries, which has also been invited to participate in China’s lunar research station.
