He recently ends the contribution of financial support to the United States Agency for International Development and the financial support of programs in Pakistan. This is a moment to calculate the development of the country. Then, with a reduction in global aid and development funds, it can create a new era of development financing. The new point of view; And new behaviors.
There is more time to prioritize locally -led development, which is comprehensive, sustainable, owned by all stakeholders and provides context solutions at all levels.
More than 845 million funds have been withheld in Pakistan. This has resulted in the removal of 39 active projects and more than 70 contracts, which directly affects more than 60 organizations. The effect of the wave is more wide. The affected programs include public health measures and climate -related agriculture to energy, water and cleaning, education, skills construction, empowering women and youth, governance, economic growth, private sector competition, trade and investment and human rights sectors.
An estimated two million lives are expected to be affected. Only one USAID financing award, strengthening the integrated health system and providing services, is still active.
There are critical questions beyond these numbers. Why development in the country is always dependent on external support and why is there a risk of decisions made elsewhere? What is the benefit of converting it to a locally -led and contested sustainable development solution?
For 64 years, USAID has been one of Pakistan’s largest bilateral donors, which provides about $ 8 billion development assistance. Its impressions are growing through health system, education reform and scholarships, empowering women, engagement of youth, construction of skills, governance support, construction of institutional capacity, agricultural, energy, water, economic flexibility and destruction. Sudden closure has shown how donors are central to providing service to the country.
TB, maternity deaths, reproductive health and malnutrition programs have been affected. Education programs, especially for girls, have lost the help of scholarships and training.
Agricultural adaptation projects, such as the Million 24 million climate smart agriculture move, has stopped, which has left many farmers without any tools to handle the climate shock. Civil society organizations, who are already struggling with a shrinking place, are losing their operational lines.
However, changes in global aid should not be surprised. Donations’ fatigue, domestic political changes, emerging economic and global trade tensions, changing geographic interests and changing US foreign policy, development aid has not been permanent.
Most development agencies, which run through both the state and civil society, are largely locked in a model based on external support. There has been little or no attention to the construction of sustainable delivery systems, with the allocation of Effective Effective Resources to ensure effective strategies, appropriate preparations and transparency.
To navigate this developmental challenge, locally -led, responding with policies, programs and methods that include comprehensive development solutions.
Government, higher education institutions and industries should develop an environmental system to incubate funds, guardians and changers. Their priorities should include eliminating digital distribution.
Both the federal and provincial governments need to restore development funds, and improve public spending. Resources of resources should keep important public services, especially health and education, operational.
In collaboration with domestic partnerships and strategies, the National Development Funding can support the transfer to national -level financing programs from the donor projects dependent. The basis of diverse development partners and funding is inevitable.
With regional and global allies, national donors, industry, businesses, public institutions, researchers and academia, with political leaders, need to engage and build strategies with national humanitarian institutions, industries, public institutions, researchers and academia. To operate development agendas, policy and research institutions must be strengthened.
The construction and enhancement, funding and technical skills of multilateral organizations such as partners can be constructed. Investing in youth skills training and tapping these major capabilities can help advance social change. Entrepreneurship environmental systems and youth -led social innovation should be strengthened. Social entrepreneurs, influential investors and youth -led startups can play an important role in solving problems with locally context solutions.
Governments, higher education institutions, industry and private sectors should create an ecosystem to fund, guardian and transformations. To achieve this, their priorities should include eliminating digital distribution, digital skills and infrastructure and improving digitizing systems. This will help accelerate social and economic development. The development sector in Pakistan should be innovative and it should have a correct partnership.
Exiting USAID can hug self -reliance. Take charge of national development with locally -led solution, strategic investment and effective financing; And sustainable cooperation programs. It has highlighted the need to improve local ownership and strengthen the impact of policy.
We need a re -conceptual development sample that is locally owned, it has diverse funding and is durable beyond any change. In a new era of responsibility and development, we are debtors of our people, not of donors.
