ISLAMABAD: Only 73 members of the National Assembly (23 PC) attended the five seats of the 15th session of the National Assembly from 7 to 14, 2025, while 49 lawmakers (16 PC) failed to attend the same meeting, according to Fafin’s attendance report card.
The report highlights the contrary in the leadership engagement, and it is noted that Prime Minister Shahbaz Sharif did not attend any seat, while the opposition leader participated in three seats (60 PC).
Unlike previous sessions, gender -attending patterns showed mixed trends during the reporting session.
In the first and second sitting, male members had more attendance than their own women’s counterparts. However, in the third, fourth, and fifth seats, the attendance of female members moved forward by male members. Overall, attendance patterns indicated the falling trend with the development of the session.
During the first seat, the highest attendance was recorded, with 202 members (65 PCs of the current membership). Despite strong attendance, most of the scheduled business remained unchanged. Instead, lawmakers discussed the issue of new canals on the Indus River through discipline.
During the fourth seat, the lowest attendance was seen, with only 144 members (46pc). Initially, the sitting was postponed only after 13 minutes when a lawmaker from the Sunni Attihad Council identified the quorum, indicating a 30 -minute suspension by the speaker.
Upon re -accumulation, the quorum has not yet been fulfilled, which has forced the deputy speaker to postpone the seat.
According to Fafin’s analysis of attendance and departure requests during the proceedings, it has been shown that at least 240 members from at least one seating during the current session – 77pc – at least one seat of current power.
However, only 60 (240 pcs of 240) applied for their absence to get a vacation from home. Of these 60, 26 (applicant’s 43pc), the application was already applied, while 18 (30PC applicants) applied the former post facto after returning from their address.
The remaining 16 (27 pc) applicants’ vacation requests were read one day in the middle of their absence. As 45 members (75 PC applicants) sought approval for the entire period of their absence, while the remaining 15 (25 PC) were absent for a long time, for which they requested a leave.
During the session, 180 members (75pc) were absent without submitting any application (at least one seat). During the previous session (tongues), more and more eight MNAs applied for a home vacation.
A total of 20 female MNAs participated in all seats, including 18 reserved seats and two in the general seats (38 pcs of total women’s membership).
More than five women MNA (9 pc) – three and two in the general seats – recorded zero attendance.
Of the seven minority members, four participated in more than half the seats, including two who participated in all seats. Three members participated in less than half the seats.
Men elected to the general seats, 44 (18 pc) did not attend any seat, 61 (24 PC) were present in less than half of the sitting and 146 (58 PC) participated in more than half the seats, including 51 (20 PC), who were present during all seats.
Regional, Khyber Pakhtunkhwa and Islamabad Capital Territory (ICT) recorded the highest percentage of MNAs, participating in more than half of the seats.
Overall, all three (100PC) from the ICT (100PC) MNA, 38 from KP (81pc), 10 from Balochistan, 90 (53pc) from Punjab and 39 (50pC) from Sindh and more than half (50pC) participated in more than half the seats.
However, three legislators of KP (6PC), 34 (21PC) from Punjab, nine (12 PC) from Sindh, and three from Balochistan did not participate in any seats in any seats.
The majority of independent lawmakers, and those belonging to the Sunni Attaad Council (SIC) and the Pakistan Muslim League -Nawaz (PMLN) participated in more than half of the seats.
Small parliamentary parties, including only one member, including Majlis Wahdatol Muslim Pakistan (MWMP), Pukhtoonhua National Awami Party (PKMAP), Balochistan Awami Party (BAP) participated in all seats.
The only legislator of the National Party (NP) and Zia (PMLZ) of the Pakistan Muslim League (PMLZ) participated in more than half the seats.
29 Federal Ministers, who were expected to be present during the time to answer questions about their ministries, were present on only 12 (41 PCs) during these settings where they needed their presence.
When their presence was needed, at least 17 ministers (59pc) did not attend any kind of seats. In his absence, another cabinet colleague or the relevant parliamentary secretary answered questions from him.
Federal Ministers for Parliamentary Affairs, Public Affairs Units, Housing and Work, and Science and Technology participated in all seats. Similarly, ministers of Railways, Federal Education and Vocational Training also participated in all seats.
