ISLAMABAD: The Ministry of Communications has informed about the Communications of the National Assembly’s Standing Committee that the M-6 project (Score-Hydar Abad Motorway) will be included in the Public Sector Development Program (PSDP) for the next financial year 2025-26, as has been proposed with international financial institutions.
The project will be completed in five stages/ parts, and the process is about to begin soon. The NA Standing Committee held its meeting under the leadership of Ejaz Hussain Jakrani, MNA and reviewed the ministry’s response to the previous recommendations, which aims to improve national contact and road safety.
The panel received a recent progress on the M-6 Skor-Headabad motorway, which is of significant strategic and economic importance. It also discussed the report of the inquiry report submitted by the National Highway Authority (NHA), in response to which attention was taken by Syed Wasim Hussein, MNA, and other members. The notice highlights public concerns about allegedly imposing excessive tools at various locations along with Karachi-Hydarbad Motorway (M-9). After reviewing this report, the committee emphasized the need for more transparency in collecting proper fuel tooling methods and taxes. It was agreed that the members of the committee and the NHA representatives would review the area to prepare a viable solution, which would be presented at the next committee meeting. The Ministry of Communications informed the forum that it had acknowledged the committee’s previous guidance on the inclusion of development schemes proposed by members. However, due to time obstacles, preparation for feasibility reports and PC One documents could not be completed on time. As a result, the schemes did not submit the Ministry of Planning, Development, and special measures through the deadline for March 31, 2025.
The chairman of the committee directed the NHA to complete all the necessary customs within six months to ensure that the schemes were considered in the next financial year. The ministry also informed the committee that it had realized concerns about fraud and corruption reports in the toll plaza tendering process. In response, the NHA has introduced an e -bidding system and has given some financial and ability to encourage wider participation, promote competitiveness, and increase revenue production through a more transparent process. In addition, the ministry assured the panel that steps are being taken to reduce public discomfort due to traffic congestion in the tool plazas, including the adoption of technology to improve traffic management and tool. The committee also directed the NHA to restore the destroyed tool plazas, especially focusing on Qazi Ahmed Plaza and four other places. The Ministry of Communications presented a comprehensive list of officers related to deputation in the NHA of BPS 17 and above, in compliance with the committee’s recommendations, along with the relevant policy. It was made clear that these officers were only serving in the administrative characters, not affecting the promotion quota, and having no responsibility for the pension. The committee emphasized that all appointments should be based on merit, and it was reiterated that any person should be found involved in corruption. The ministry also told the parliamentary forum that it had taken a serious note of concerns about the illegal construction of the wall along the Sohrab Goth Road, which has been officially named as the Green Belt. In response to the committee’s directive, the ministry confirmed that preliminary steps have been taken to evaluate the violations. It further assured the committee that in harmony with the relevant local authorities, appropriate measures would be taken to remove illegal structures and restore the area to its desired purpose. The committee was also informed that the matter is currently in court consideration, and further action will depend on the court’s decision. Regarding the Ranipur Moro Project, the ministry informed the committee delayed in completion, noteing that 53 % of the physical work has been completed so far. The actual deadline for completion was June 30, 2025. However, due to the delay, the contractor requested a six -month extension, which was approved by the NHA. The committee supported the extension and pledged to inaugurate the project in December 2025.
