ISLAMABAD: 47 (15 %) members of the National Assembly (MNA) participated in all seats, while 36 (12 %) legislators did not attend any seat during the 14th session of the National Assembly, which covers eight seats between 11 and 21.
According to a report card from the Free and Fair Election Network (FAFN) on the National Assembly attendance – at the 14th meeting, women members recorded more participation from their male counterparts during the reporting session.
During the second seat, the highest attendance was noted, including 206 members – 66 % of the current membership.
Despite high attendance, the seat did not raise most of its scheduled business. Lawmakers highlighted the issue of ministerial absence during the seat. The opposition leader began a debate on the presidential address with Parliament. During the meeting, the lowest attendance was noted in the seventh seat, with only 130 members (42 %). The seat was postponed after just 10 minutes as the Deputy Speaker expressed his displeasure over the absence of ministers during the question of time.
According to the report card, 177 MNAs left the seats for a vacation request without any advance. An analysis of attendance and departure requests during this operation shows that 264 members – 85 % of the current power – sitting at least one sitting during the current session. In these 89 MNAs, 23 (26 %) already applied for a holiday, while 29 (33 %) applied the former post facto after returning from their address.
The remaining 35 (40 %) applicants’ holiday applications used to read one day in the middle of their absence.
Only 49 members (56 %) sought approval for the entire period of their absence, while the remaining 38 (44 %) remained absent for longer than the number of days, for which they requested a holiday.
At least 177 MNAs (at least 57 % of those leaving one seat) were absent without submitting any application during the session, while four MNAs applied for a vacation to be absent during the previous session (S).
A total of 18 women MNA – 16 in 16 reserved seats and two in general seats (34 % of total women’s membership) – participated in all seats.
More than three women MNA (six percent) – on two normal seats and one specified seat – recorded zero attendance.
About the selected male MNA in the general seats, 33 (13 %) did not participate in any seat, there were less than 91 (36 %) half, 127 (51 %) participated in more than half of the seats, including 29 (12 %) records. MNAs are participating in more than half of the seats.
Overall, all three (100 %) of ICT (100 %) MNA, 32 (68 %) from KP, 10 (53 %) from Balochistan, 83 (51 %) from Punjab and 40 (51 %) from Sindh, more than 9 % (9 %) from Balochistan (15 %). And one (two percent) from KP did not participate in any seats.
The majority of Sunni Attahad Council (SIC), Jamiat Ulema-e-Pakistan (Joop), Muthaida National Movement Pakistan (MQMP), and the majority of Pakistan Muslim League-Nawaz (PML-N) participated in half of the seats.
The National Party (NP), the sole lawmakers of the National Party and the Majlis Wahdat-Muslim Pakistan (MWMP), along with only one member participated in all seats.
On the contrary, the sole lawmakers of the Balochistan Awami Party (BAP) and the Pakistan Muslim League Zia (Muslim League Z) participated in less than half of the sitting sitting.
29 Federal Ministers who were expected to be present during the time to answer questions related to their ministries, only 11 (38 %) were present during these settings where they needed their presence. Eight ministers (28 %) did not attend any of these seats. The remaining 10 (34 %) participated in at least one seat where their presence was expected.
In his absence, another cabinet colleague or the relevant parliamentary secretary answered questions from him. Lawmakers expressed concern over the repeated absence of ministers related to several seats. The deputy speaker also observed and expressed his displeasure over the constant absence of ministers during the question of time, then presented the house proceedings after 10 minutes. Similarly, railways, planning development and measures plan, and federal education and vocational training ministers also participated in seven seats. The Primer Wazir did not attend any seat, while the opposition leader participated in three seats (38 %).
