WASHINGTON: Russia and Ukraine on Tuesday agreed to stop military attacks at the Black Sea and energy sites, which were presented to Moscow as the first solid incentive to reduce the pressure on agricultural exports to Moscow during a US conversation.
President Donald Trump called for a rapid end of the war that killed tens of thousands of people, US negotiators closed separately in the Saudi capital Riyadh between Ukraine and Russia’s delegation in three days.
In parallel statements, the White House said that each country agrees “to ensure safe navigation, eliminate the use of force and prevent the use of trade ships for military purposes in the Black Sea.”
The United States said it would also look for ways to ban strikes on energy infrastructure in both countries.
The Kremlin said the agreement to stop the attacks on the Black Sea could only be implemented only after lifting sanctions on its agriculture sector.
Ukrainian President Wolodmeer Zillsky, who has turned diplomacy after a brief ban on US aid and intelligence sharing, has turned diplomacy after heavy pressure from Trump, saying it would be soon to say that contracts would work but they were “right steps”.
“No one can accuse Ukraine for going to lasting peace,” Zlinski told a news conference in Kiev.
Zillski said the talks also discussed bringing third parties to monitor the future war.
He said that Turkey, which has maintained relations with both sides, can monitor the situation in the Black Sea and that a Middle East nation can see the energy agreement.
Offer on Agriculture
Trump spoke directly to Russian President Vladimir Putin after taking office, and ended his corruption through the West because he ordered an attack on Ukraine in 2022.
In exchange for this engagement, Russia’s first concrete move, the White House said it would “help restore access to the global market” for Russian agricultural and fertilizer exports.
The United States never imposed direct sanctions on Russian agriculture, but they banned access to the payment system used for international transactions.
The matter became an important point for Russia, who told countries of the developing world that US policies – not war itself – are contributing to higher prices.
Moscow said the deal would be “implemented” after “lifting sanctions sanctions on Russian agricultural bank and other” financial institutions “involved in international trade, and only after they contact the Swift International Payment system.
Zilnsky, saying that he did not know the full details of the US decision, expressed alarm.
“We believe it is to weaken this position and to weaken sanctions,” he said.
Ukrainian Defense Minister Rustam Amrov, who participated in the talks, said details of the Black Sea agreement were still pending.
He also warned that if Russian warships move from the eastern part of the Black Sea, “Ukraine will have the right to exercise its right to defend itself.”
Earlier this month, Ukraine agreed with the US unconditional ceasefire, but Russia rejected it, Kiev alleged that he first wanted to take advantage of the battlefield.
‘Napoleon and Hitler’
Russian Foreign Minister Sergey Lavrov did not indicate that Moscow was nearing a widespread ceasefire and prefers to send ships to the Black Sea.
The previously disconnected agreement that allowed millions of tonnes of grain and other food exports to be safely sent from the ports of Ukraine, but Russia complained that it was not beneficial for its trade.
Prior to the US announcement about agricultural exports, Lavrov accused Western countries of trying to control Russia like “Napoleon and Hitler”.
Saudi talks came when both Russia and Ukraine fired their attacks on the ground, Kiev says its air defense units dropped 78 of the 139 drones launched by Russia on Tuesday.
In Ukraine’s northeastern city of Sami, officials said that a Russian strike in a residential area was injured in the residential area, including 23 children, including an adult and a child.
Russia has developed some parts of the front for months, claiming Tuesday that it has occupied two more villages in southern and eastern Ukraine.
