PESHAWAR: Khyber Pakhtunkhwa Inspector General of Police (IGP) Zulfiqar Hameed has written a letter to Chief Minister (CM) Ali Amin Gandpur, requesting that the province be given the status of a “tough area” and that police salaries should be increased to meet the persons offered in Balochson.
In the letter, the IGP highlighted that KP faces serious threats to both internal and cross-border terrorism, which makes law enforcement duties equally in the province-if not much-difficult than Balochistan, which is already in the position of “tough area”.
He said that KP policemen have continued more and more sacrifices, but they were paid less than their counterparts in other provinces, and the salary is a cause for unrest and dissatisfaction within the force.
The letter states that implementing the proposed changes will make the annual financial burden of Rs 2.199 billion.
The KP, which is most affected by terrorism, is currently offering the lowest police salaries in the country. Discovering compensation becomes more clear to the highest level, with many KP officers seeking to transfer better financial opportunities to other provinces. On the contrary, officers from other provinces are reluctant to accept posting in KP due to additional safety risks and low pay.
In the basic salary scale (BS-7), a constable in KP earns Rs 69,127, while Punjab rupees Rs 73,000, Rs 69,520 in Sindh and Rs 69,885 in Balochistan. A head constable (BS-9) KP is earned Rs 76,996, while the salary in Punjab is Rs 80,198, Rs 76,895 in Sindh and Rs 777,211 in Balochistan.
Similarly, an Assistant Sub Inspector (BS-11) in KP receives Rs 888,583 in Punjab and Rs 86,579 against Rs 888,488 in Sindh. Sub-inspectors (BS-14) receive Rs 107,904 in KP, which is behind Rs 1114,503 in Punjab, Rs 114,871 in Sindh and Rs 109,510 in Balochistan.
For inspectors (BS-16), the salary in KP is Rs 137,081, compared to Rs 141,680 in Punjab, Rs 1444,738 in Sindh and Rs 137,444 in Balochistan.
The differences increase substantially to the highest level: Deputy Superintendent of Police (DSPS/ASPs) receives Rs 184,867 in BS 17, while in Punjab they earn Rs 2333,930, Rs 1777,562 in Sindh and Rs 45453,727 in Balochistan. In KP, Superintendent of Police (BS 18) made Rs 373,487 in Punjab, Rs 299,496 in Sindh, and Rs 232,531 against a significant 607,706 in Balochistan.
The salary of Senior Superintendents of Police or Additional Inspector Generals (BS-19) is Rs 326,529, while Punjab has Rs 495,550, Sindh has Rs 3662,820, and Balochistan has Rs 6679,147. Deputy IGS (BS -20) in KP receives Rs 372,669, while his counterparts earn Rs 579,361 in Punjab, Rs 402,451 in Sindh and Rs 746,172 in Balochistan.
In KP, additional IGS (BS -21) receives Rs 423,863, while Punjab is paid Rs 694,507 and Balochistan Rs 746,172. The top post-IGP (BS22)-members of RS 778,747 in KP, Rs 837,953 in Punjab, Rs 813,485 in Sindh, and an extraordinary rupee in Balochistan 1,148,244.
Zulqar Hameed, who took charge last month, admitted that policing in KP is a difficult challenge. He said that when he was appointed KPIGP, many people did not congratulate him for the challenging nature of the job but he has accepted the challenge and he will do his best for the KP people, he told senior journalists at the Central Police Office in Peshawar in February.
He pointed out that districts like Dera Ismail Khan, Bannu, and Karam face daily attacks, and even relatively stable areas like Krack have seen an increase in violence. He said that the provincial government has assured them that the police salaries will be reviewed and upgraded.
The IGP added that improved infrastructure, including fortress closed police stations and checkpoints, is part of a wider reform project. The IGP said that the desired results could not be achieved without the welfare of power.
He said he would also strengthen police stations, police posts and other buildings all over the province.
He said that KP has the highest number of martyrs in the last two decades but this package is the lowest for the martyrs. He said he had raised the issue of more recruitment as well as promotions to achieve the minimal approved power.
