ISLAMABAD: The Islamabad High Court (IHC) has ordered the removal of eight families, including a 13 -year -old boy from the Exit Control List (ECL), in connection with the recovery of Faizan Usman. The court also sought a report from the secretary’s admission.
The hearing of Faizan Usman’s recovery was held in Justice Babar Sattar’s court. Secretary Interior Khurram Ali Agha appeared in court as per the IHC orders.
During the proceedings, Justice Babar Sattar questioned the Secretary of the Home Secretary and said that no working papers or documents were presented to the court who justified the names in the ECL. The court directed the Secretary of Interior to submit an affidavit and provide details on the basis for adding names to the ECL. The secretary was also directed to submit a report of the cabinet subcommittee and working papers within a week. The Secretary of Interior informed the court that the details were sent by the chairman of the sub -committee.
Justice Sattar remarked, “There is a procedure for everything. What was the reason for adding those names to the list? Faizan is an 18 -year -old boy. Way after his recovery?
Advocate Iman Mazari pointed out that a 13 -year -old boy from the family was also included in the ECL. The court questioned the secretary’s admission, “Mr. Secretary, the name of a 13 -year -old boy has also been included. What is happening?” The Secretary of Interior apologized and said, “I am sorry. I will consider the matter. If someone sends a 13 -year -old child’s name, will you add it to the ECL? The results will be yielded. Submit your affidavit. Are you going to add someone’s mother or 13 -year -old to the ECL?
Justice Sattar further questioned the Additional Attorney General, “Mr. Additional Attorney General, Should we also include your name in the ECL?” AAG said that Faizan’s brother -in -law, Shiraz had cases against him. The court asked, “Is he a laborer? There will be some working papers, okay? What are the allegations against him that led to his name? Mr. Secretary, did you not ask what here Having?
The AAG explained that a summary was sent based on the agency’s report, and formal approval was given. Justice Sattar asked to look at the summary and its contents. The AAG replied that the ministry had received information, on the basis of which a summary was sent.
The IHC noted that the names of Dr Usman’s nine family members were included in the ECL based on the recommendation of a secret agency. Justice Sattar remarked that the ECL included the names of mother and minor children.
The Cabinet Subcommittee has approved the inclusion of nine names in the ECL, the Secretary of Interior said. The court replied, “Faizan Usman was missing, he was 18 years old, and then he was recovered. There was a case in the court. You could not find the culprit behind the abduction but instead.
The AAG informed the court that the names of nine persons have been added to the ECL on the basis of the agency’s report, and then seven names have been removed, leaving only two.

The court suspended the order to include the family of Fizan Usman’s family after his recovery and ordered the removal of the names of eight family members from the ECL. The court only allowed the name of Faizan’s married sister Saleh to be included in the list.
